The Directorate of Adult Learning and Education (DALE) was established in 1979 to spearhead the presidential directive on eradication of illiteracy. The provision of education to the youths and the adults is important as a vehicle for creating an enlightened human resource and generating self-employment. Adult learning and education enable adults to acquire knowledge, skills, values and attitudes, which are a prerequisite for meaningful and active participation of the individual in national development. The Directorate is guided in its mandate by the Special Board of Adult and Continuing Education (SBACE); Basic Education Act, 2013 No. 14 of 2013, Schedule 5. The structure of the Directorate is extensive, running from the headquarters down to the grassroots.
