Statutory Children Institutions (SCIs)

Mandate

  • Coordination of Institution Services
  • Classification of Institutions according to risk levels
  • Design, coordinate and monitor the implementation of rehabilitation and care programmes in the SCI
  • Review and monitor the implementation of the National Standards in SCI
  • Assessment of children committed in SCI according to the risk levels
  • Capacity building of officers in the juvenile justice system
  • Child justice matters
  • Support SCI in acquisition of land registration
  • Awareness creation of through care and after care services
  • Periodic review of placements in statutory institutions
  • Spearhead establishment of Halfway houses for children

The department operates 47 County Children Offices (CCOs) and 195 Sub-County Children Offices (SCCOs). An additional 70 SCCO’s have been opened this financial year bringing total to 265 SCCO’s.

County Children Offices (CCOs) and Sub-County Children Offices (SCCOs) capture the following;

  • Child registration details
  • Child background details
  • Child protection case form (including case types, encounters, services, referrals, court sessions, court orders, institution placements)

Statutory Children Institutions capture the following;

  • Child registration details
  • Lists of children resident and exited with reasons
  • Health or welfare problems within institution, services and referrals provided

There are also Child Protection Units (CPUs) which protect children from violenceabuseexploitationand separation from family. In Kenya such institutions are in; Kakamega, Busia, Mombasa, Nakuru, Nairobi (BuruBuru , Kamukunji , Kilimani) Bondo, Usenge, under construction (Kwale, Kilifi, Tharaka Nithi)
